Bulk Solutions, LLC (DBA BulkVS) is a wholesale provider of VoIP PSTN telephone service for the United States. They source service from Verizon, AT&T, Snich/Onvoy, Bandwidth, and other Tier-1 carriers[1] and provide SIP connectivity intended for use with VoIP telephone systems. They mainly target businesses and resellers.

History[2]

Bulk Solutions was founded in 2009 providing CNAM services. Orignation/Termination services and E911 was added in 2011. In 2021, BulkVS paused new sign up's on accounts for a short period of time. Afterwords, mandatory KYC including government issued ID verification was added.

Business Model

As a wholesale provider, they strive to provide their services for as cheap as possible. To achieve this, BulkVS keeps prices low with a minimum viable product (MVP) level feature set, a lower quality web interface, and less advertising compared to most other providers. BulkVS does not provide any premium features such as extensions, voicemail, IVR's, etc. The customer is expected to know how to setup a VoIP phone system and to setup everything themselves. BulkVS strictly provides PSTN services.

Features

BulkVS provides the following features:

  • Origination- Customers can send calls from their phone system to the PSTN over BulkVS.
  • Termantrion- Customers can order or port in DID's (telephone numbers) and receive calls from the PSTN over BulkVS.
    • CNAM lookup is available
  • CNAM Lookups- Customers can lookup the CNAM for any telephone number.
  • LRN Lookups- Customers can lookup the LRN information for any telephone number.
  • E911- Customers can register a telephone number and an associated address with BulkVS and originate 911 calls.
    • Basic ng911 support for dynamic location info using a SIP header is provided.
    • Dialing 922 or 933 lets users test their setup by reading back their caller ID and address.
    • SMS notifications for Kari's law compliance is available.
  • SMS- Customers can send/receive SMS messages over webhooks.
  • STIR/SHAKEN- STI-AS and STI-VS Services
  • CDR logs- Customers can download and view CDR call logs
  • API- Customers can interact with many of the BulkVS features over an API, useful for resellers providing their customers their own system.

Billing

BulkVS can either be used prepaid or with NET 15 invoices. Every account is prepaid by default.

If customers prepay, they can add balance to their account and any charges will be deducted from the balance. Once their account balance reaches $0.00 or less, they will no longer be able to use any of their services. BulkVS uses the United States dollar. BulkVS accepts payments over PayPal, or Credit Card using Square as their billing system. They also support auto top-ups and low balance alerts.

If customers want to use NET 15, they must contact BulkVS. They can either choose credit card or check. When using credit card, BulkVS will provide an invoice every month, and will store your credit card on file and automaticly bill using it. If using a check, BulkVS will provide a invoice, and you can send them a check directly.

Infrastructure

BulkVS states on their website that they use Cisco routers/switches, Oracle Acme SBCs, and Dell/IBM servers. It's believed they may also partly use Asterisk as Alison Smith is heard on the 933 test. No SIP user agent is sent by their servers, and instead it passes it through if the call is going from one BulkVS customer to another.

They have 4 servers across the United States. 162.249.171.198, 76.8.29.198, 23.190.16.198, and 69.12.88.198.

The main FQDN for BulkVS is sip.bulkvs.com. Which uses SRV records to route dynamically to any of the above IP's/

They use the standard SIP port (5060). UDP/TCP is supported. TLS is not supported at this time.

G.711 ulaw, and G729a are officially documented as supported. However, it's possible to establish G.722 audio and even H264 video if the call is between two BulkVS customers.

BulkVS supports registration and for incoming calls, but you can also route to an IP/FQDN directly. For outgoing calls, you can either use Username/Password authentication, or IP-based authentication. When using IP-based authentication, any INVITES from an IP address you specify will automatically route to your account.

Calls to BulkVS must be sent as either NXXNXXXXXX or 1NXXNXXXXXX. You must include the caller ID for the call in the INVITE.

Missing Features and Complaints

Many people online have brought up concerns about BulkVS or features that are missing. This includes:

  • No international origination- Calls can only be originated to North American Numbering Plan (NANP) numbers.
  • MMS issues- Issues sending MMS messages and receipt confirmations.
  • SRV Hopping- SRV and other DNS changes causes calls to drop.
  • Account availability and onboarding issues
  • Intermittent/unstable inbound/outbound- in some configurations

Known Customers

It's possible that many hosted PBX providers may use BulkVS.

LiteNet is known to use BulkVS for inbound calls. Their main number (610-LITENET/610-548-3638) as well as the numbers for their spin off groups and services (e.g. AstroCom, LiteNet CX) belongs to BulkVS. BrewTel also used BulkVS for a brief period of time. Many other community PBXes and collectors networks use BulkVS as well.
